This is to insure that a certain amount of money is spent on the item.

Many times, an online government auction will be held in order to be a benefit to a certain cause. If an online government auction is made up out of items that have all been donated, you will often find that all of the proceeds go to a charity or a benefit of some kind. This is handled in the same way as the items that are sold in regular government or charity auctions, it is just that it is happening online which means there are many more people that will be able to participate, and many more people who would be able to buy the items, from all over the world.
