It may be difficult to find a nursery that supplies plants that have not been treated with some type of chemical. Be patient, and keep searching, otherwise you're defeating the purpose of creating and organic herb garden. If you need to, you can also grow your own starter plants from seed. You can start them in pots inside, and then transplant them to your outdoor garden when they are ready.
